Δηλώσεις Υφυπουργού Κοινωνικής Πρόνοιας, Κλεάς Παπαέλληνα
Εγκρίθηκε από το Υπουργικό και τίθεται σε εφαρμογή η εμβληματική πρόταση του Υφυπουργείου Κοινωνικής Πρόνοιας για τα Άτομα με Αναπηρίες
Εγκρίθηκε από το Υπουργικό Συμβούλιο και τίθεται σε εφαρμογή μια εμβληματική πρόταση του Υφυπουργείου Κοινωνικής Πρόνοιας. Αφορά την εφαρμογή του περί Κοινωνικής Συμμετοχής, Συμπερίληψης και Ανεξάρτητης Διαβίωσης Ατόμων με Αναπηρίες Νόμου του 2026 που ψηφίστηκε ομόφωνα από την Ολομέλεια της Βουλής των Αντιπροσώπων τον περασμένο Απρίλιο.
2. Ο νέος Νόμος, που σκοπό έχει την αναβάθμιση και τον εκσυγχρονισμό των κοινωνικών παροχών και κοινωνικών υπηρεσιών προς τους συμπολίτες μας με αναπηρίες, αρχίζει σταδιακά να τίθεται σε εφαρμογή και με τη Απόφαση του Υπουργικού Συμβουλίου, ξεκινούμε με τις πρώτες πέντε Παροχές Ανεξάρτητης Διαβίωσης ως ακολούθως:
- Επιχορήγηση Αγοράς Αυτοκινήτου: από την ημερομηνία που, εντός των επόμενων ημερών, θα δημοσιευτεί στην Επίσημη Εφημερίδα της Δημοκρατίας η Γνωστοποίηση που εγκρίθηκε σήμερα, ξεκινούν να εφαρμόζονται οι διατάξεις του Νόμου που αφορούν την Επιχορήγηση Αγοράς Αυτοκινήτου. Το ποσό της επιχορήγησης αυξάνεται κατά 50% (από €3.500 σε €5.250, από €4.500 σε €6.750 και από €9.000 σε €13.500). Παράλληλα διευρύνεται ο αριθμός των δικαιούχων και θα περιλαμβάνει στο εξής παιδιά κάτω των 18 ετών καθώς και άτομα ηλικίας άνω των 70 και έως 77 ετών που έλαβαν μόνο μία φορά επιχορήγηση.
- Επίδομα Διακίνησης: από την ημερομηνία δημοσίευσης της Γνωστοποίησης θα τεθούν επίσης σε εφαρμογή οι διατάξεις του Νόμου που αφορούν το Επίδομα Διακίνησης. Το ποσό του μηνιαίου Επιδόματος αυξάνεται κατά 33% (από €75 σε €100 και από €150 σε €200 μηνιαίως). Η αύξηση θα ισχύσει αναδρομικά από 1 Ιανουαρίου 2026, με καταβολή εφάπαξ ποσού για τους πρώτους έξι μήνες. Οι δικαιούχοι διευρύνονται ώστε να περιλαμβάνουν, μεταξύ άλλων, άτομα με τετραπληγία άνω των 65 ετών, καθώς και άτομα με μέτρια ή σοβαρή αναπηρία, που εργάζονται ή σπουδάζουν.
- Επίδομα Προσωπικής Βοήθειας και Κατ’ Οίκον Φροντίδας: από 1 Αυγούστου 2026 εφαρμόζεται το Επίδομα Προσωπικής Βοήθειας και Κατ’ Οίκον Φροντίδας και μπαίνει σε εφαρμογή μια από τις πιο εμβληματικές μεταρρυθμίσεις μας, η αποσύνδεσή του Επιδόματος από εισοδηματικά και περιουσιακά κριτήρια. Τα υφιστάμενα επιδόματα που ενοποιούνται στο νέο αυτό επίδομα, δηλαδή το Αναπηρικό Επίδομα, η Επιχορήγηση Κατ’ Οίκον Φροντίδας, η Χορηγία Τυφλών, το Επίδομα Βαριάς Κινητικής Αναπηρίας, το Επίδομα Φροντίδας Παραπληγικών και το Επίδομα Φροντίδας Τετραπληγικών, αυξάνονται κατά 10%, με αναδρομική καταβολή από 1 Ιανουαρίου 2026. Εισάγονται κι άλλες σημαντικές μεταρρυθμίσεις, όπως η ελεύθερη επιλογή τρόπων προσωπικής βοήθειας και φροντίδας και η αναγνώριση άτυπης προσωπικής βοήθειας και φροντίδας.
- Επίδομα Συμμετοχής σε Κέντρο Ημέρας: από 1 Σεπτεμβρίου 2026 εφαρμόζονται οι διατάξεις του Νόμου για το Επίδομα Συμμετοχής σε Κέντρο Ημέρας. Το υφιστάμενο ποσό αυξάνεται κατά 100% (από €150 σε €300 μηνιαίως) και θα καταβάλλεται απευθείας στα Κέντρα Ημέρας.
- Επίδομα Υποστηρικτικών Αναλωσίμων: από 1 Οκτωβρίου 2026 εφαρμόζεται το Επίδομα Υποστηρικτικών Αναλωσίμων, με ενσωμάτωση όλων των υφιστάμενων δικαιούχων στο νέο σύστημα.
3. Το συνολικό επιπρόσθετο κόστος, για την τριετία 2026-2028, που θα προκύψει από την αύξηση στο ύψος των κοινωνικών παροχών και τη σταδιακή διεύρυνση των δικαιούχων κατά 5.000 πρόσωπα, θα ανέλθει σε περίπου €104 εκ. Πιο αναλυτικά, το ποσό αυτό αφορά τη διάθεση πρόσθετων €23 εκ. το 2026, €36 εκ. το 2027 και €45 εκ. το 2028.
4. Η σημερινή απόφαση αποτελεί ένα πρόσθετο σημαντικό βήμα προς ένα σύγχρονο, δίκαιο και συμπεριληπτικό σύστημα κοινωνικής πρόνοιας, που ενισχύει την αυτονομία, την αξιοπρέπεια και την ισότιμη συμμετοχή των ατόμων με αναπηρίες στην κοινωνία.

Approval by the Council of Ministers and implementation of the flagship proposal of the Deputy Ministry of Social Welfare for Persons with Disabilities
A flagship proposal of the Deputy Ministry of Social Welfare has been approved by the Council of Ministers and is now being implemented. It concerns the implementation of the Law on Social Participation, Inclusion and Independent Living of Persons with Disabilities of 2026, which was unanimously passed by the Plenary of the House of Representatives last April.
The new Law, which aims to upgrade and modernise social benefits and social services for citizens with disabilities, is now being gradually implemented. Following the decision of the Council of Ministers, the first five Independent Living Benefits are being introduced as follows:
Car Purchase Subsidy: From the date, within the coming days, when the Notice approved today is published in the Official Gazette of the Republic, the provisions of the Law concerning the Car Purchase Subsidy will enter into force. The subsidy amount is increased by 50% (from €3,500 to €5,250, from €4,500 to €6,750, and from €9,000 to €13,500). At the same time, the number of beneficiaries is expanded and will now include children under 18, as well as persons aged over 70 and up to 77 who have received the subsidy only once.
Mobility Allowance: From the date of publication of the Notice, the provisions of the Law concerning the Mobility Allowance will also enter into force. The monthly allowance is increased by 33% (from €75 to €100 and from €150 to €200 per month). The increase will apply retroactively from 1 January 2026, with a lump-sum payment covering the first six months. Beneficiaries are also expanded to include, among others, persons with quadriplegia over the age of 65, as well as persons with moderate or severe disabilities who are working or studying.
Personal Assistance and Home Care Allowance: From 1 August 2026, the Personal Assistance and Home Care Allowance will be implemented, introducing one of the most emblematic reforms, namely the decoupling of the allowance from income and asset criteria. Existing benefits merged into this new allowance—namely the Disability Allowance, Home Care Grant, Blind Persons’ Allowance, Severe Mobility Disability Allowance, Paraplegic Care Allowance and Quadriplegic Care Allowance—will be increased by 10%, with retroactive payment from 1 January 2026. Other significant reforms are introduced, such as free choice of personal assistance and care arrangements, as well as the recognition of informal personal assistance and care.
Day Centre Participation Allowance: From 1 September 2026, the provisions of the Law regarding the Day Centre Participation Allowance will be implemented. The current amount will be increased by 100% (from €150 to €300 per month) and will be paid directly to the Day Centres.
Support Consumables Allowance: From 1 October 2026, the Support Consumables Allowance will be implemented, incorporating all existing beneficiaries into the new system.
The total additional cost for the three-year period 2026–2028, resulting from the increase in social benefits and the gradual expansion of beneficiaries by 5,000 persons, will amount to approximately €104 million. More specifically, this includes €23 million in additional expenditure in 2026, €36 million in 2027, and €45 million in 2028.
Today’s decision represents an additional significant step towards a modern, fair and inclusive social welfare system that strengthens the autonomy, dignity and equal participation of persons with disabilities in society.
