ΑΝΑΚΟΙΝΩΣΗ ΑΚΕΛ
Τα σημερινά δημοσιεύματα στον Τύπο για τη φερόμενη απόρριψη, από πλευράς Υπουργείου Οικονομικών, του αιτήματος του Υπουργείου Παιδείας, Αθλητισμού και Νεολαίας (ΥΠΑΝ), στο πλαίσιο συνομολόγησης του νέου προϋπολογισμού, για περαιτέρω στελέχωση της Υπηρεσίας Εκπαιδευτικής Ψυχολογίας (ΥΕΨ), εύλογα προκαλούν ανησυχία και ερωτήματα για τις προθέσεις της κυβέρνησης.
Υπενθυμίζεται ότι, κατόπιν ερωτήματος του ΑΚΕΛ τους προηγούμενους μήνες προς το ΥΠΑΝ, το υπουργείο είχε παραδεχτεί τη σοβαρή υποστελέχωση και την άμεση ανάγκη ενίσχυσης –σχεδόν όλων– των εντεταλμένων που υπηρεσιών του που ασχολούνται με την πρόληψη και την αντιμετώπιση της νεανικής παραβατικότητας, και τη ψυχολογική υποστήριξη των μαθητών, μεταξύ αυτών και της ΥΕΨ. Σημειώνεται ακόμη πως, σύμφωνα με ενημέρωση που το ίδιο το υπουργείο είχε δώσει παλαιότερα στη Βουλή, ο ευρωπαϊκός μέσος όρος των εκπαιδευτικών ψυχολόγων ανά μαθητή κυμαίνεται στο 1 ανά 1,500 – αριθμός που πόρρω απέχει από τα κυπριακά δεδομένα του 1 ανά 1,850 που ισχύει σήμερα.
Η ΥΕΨ επιτελεί πολυδιάστατο και καθοριστικό ρόλο για την εξατομικευμένη αντιμετώπιση παιδιών που παρουσιάζουν ανάγκη μαθησιακής στήριξης, σχολικής προσαρμογής ή που αντιμετωπίζουν περιστατικά στο σπίτι και την οικογένειά τους τα οποία έχουν επίπτωση και στην εκπαιδευτική απόδοσή τους. Ακόμη, κρίσιμης σημασίας είναι ο ρόλος της υπηρεσίας σε ό,τι αφορά την πρόληψη και τη διαχείριση κρίσεων, και κινδύνων νεανικής παραβατικότητας. Εάν πρόθεση της κυβέρνησης είναι η εξοικονόμηση πόρων σήμερα και αφεθούν αυτά τα περιστατικά χωρίς επαρκή αντιμετώπιση, τότε θα κληθεί αύριο να καταβάλει πολλαπλάσιους πόρου για μέτρα αντιμετώπισης και καταστολής τους.
Ωστόσο, η προσέγγιση τέτοιου είδους ζητημάτων δεν πρέπει να γίνεται με λογιστικό και οικονομικό φακό, αλλά με γνώμονα τι είναι παιδαγωγικά ωφέλιμο για το εκπαιδευτικό σύστημα, τους μαθητές και το μέλλον τους.
Το ΑΚΕΛ καλεί την κυβέρνηση να ξεκαθαρίσει τη θέση της επί του θέματος και να προτεραιοποιήσει άμεσα την ενίσχυση της Υπηρεσίας Εκπαιδευτικής Ψυχολογίας.
AKEL Expresses Concern Over Staffing of the Educational Psychology Service

Today’s media reports alleging that the Ministry of Finance has rejected the Ministry of Education, Sport and Youth’s (MESY) request, submitted as part of the new state budget process, for additional staffing of the Educational Psychology Service (EPS), understandably raise concerns and questions about the government’s intentions.
It is recalled that, in response to a question submitted by AKEL to the Ministry of Education, Sport and Youth in recent months, the Ministry acknowledged the severe understaffing and the urgent need to strengthen almost all of its specialised services responsible for the prevention and management of juvenile delinquency, as well as the psychological support of students, including the Educational Psychology Service. It should also be noted that, according to information previously provided by the Ministry itself to Parliament, the European average is one educational psychologist for every 1,500 students—a figure that differs significantly from the current ratio in Cyprus, which stands at one educational psychologist for every 1,850 students.
The Educational Psychology Service plays a multidimensional and crucial role in providing individualised support to children who require learning assistance, help with school adjustment, or are experiencing difficulties at home or within their families that affect their educational performance. The Service also plays a vital role in crisis prevention and management, as well as in addressing the risks associated with juvenile delinquency. If the government’s intention is to save resources today by leaving these cases inadequately addressed, it will ultimately be forced to spend far greater resources in the future on measures to deal with and suppress the resulting problems.
However, issues of this nature should not be approached solely through a financial or accounting perspective. Instead, decisions should be guided by what is pedagogically beneficial for the education system, the students, and their future.
AKEL calls on the government to clarify its position on the matter and to give immediate priority to strengthening the Educational Psychology Service.
