Η Επίτροπος Προστασίας των Δικαιωμάτων του Παιδιού, Έλενα Περικλέους, συμμετείχε στο 40ό Παγκόσμιο Συνέδριο της InternationalBoardonBooksforYoungPeople (IBBY), το οποίο πραγματοποιήθηκε στην Οττάβα του Καναδά, από τις 6 έως τις 9 Αυγούστου 2026, με κεντρικό θέμα «ListeningtoEachOther’sVoices» («Ακούγοντας ο ένας τη φωνή του άλλου»).
Το Συνέδριο αποτέλεσε ένα σημαντικό διεθνές πεδίο συνάντησης ανθρώπων από περισσότερες από 50 χώρες, οι οποίοι δραστηριοποιούνται στον χώρο της παιδικής και νεανικής λογοτεχνίας, της εκπαίδευσης, της έρευνας, των βιβλιοθηκών και της προάσπισης των δικαιωμάτων του παιδιού. Στο επίκεντρο των εργασιών βρέθηκαν, μεταξύ άλλων, η φωνή και η συμμετοχή των παιδιών, η συμπερίληψη και η αναπαράσταση, η λογοτεχνία σε συνθήκες πολέμου, κρίσης και εκτοπισμού, οι αυτόχθονες γλώσσες και πολιτισμοί, καθώς και οι νέες προκλήσεις που δημιουργεί η ψηφιακή εποχή και η Τεχνητή Νοημοσύνη.
«Reading Routes – Discovering Lifesaving Books»
Ιδιαίτερα σημαντική υπήρξε η ενεργός συμβολή της Επιτρόπου στο επιστημονικό πρόγραμμα του Συνεδρίου, με την παρουσίαση «ReadingRoutes – DiscoveringLifesavingBooks», στο πλαίσιο της θεματικής συνεδρίας «InclusiveClassroomsandLibraries: BestPractices». Μέσα από την παρουσίαση αναδείχθηκε η δυνατότητα της παιδικής λογοτεχνίας να λειτουργεί όχι μόνο ως μέσο καλλιέργειας της φιλαναγνωσίας, αλλά ως χώρος αναγνώρισης του εαυτού και του άλλου, ενδυνάμωσης της φωνής των παιδιών, συμπερίληψης και προαγωγής των δικαιωμάτων τους. Παρουσιάστηκε η φιλοσοφία του προγράμματος ReadingRoutes, μέσα από την οποία τα βιβλία προσεγγίζονται ως «σωσίβια»: βιβλία που μπορούν να βοηθήσουν ένα παιδί να αναγνωρίσει και να εκφράσει συναισθήματα και εμπειρίες, να συναντήσει ιστορίες διαφορετικές από τη δική του, να αναπτύξει ενσυναίσθηση και να αισθανθεί ότι η δική του φωνή έχει θέση και αξία.
Η παρουσίαση ανέδειξε, παράλληλα, τη σημασία της δημιουργίας συμπεριληπτικών αναγνωστικών κοινοτήτων στα σχολεία και στις βιβλιοθήκες, στις οποίες κάθε παιδί μπορεί να έχει πρόσβαση σε ποιοτικά βιβλία, να συμμετέχει ουσιαστικά και να βρίσκει ιστορίες μέσα στις οποίες μπορεί είτε να αναγνωρίσει τον εαυτό του είτε να γνωρίσει τον κόσμο μέσα από τα μάτια κάποιου άλλου. Η συγκεκριμένη παρουσία στο διεθνές επιστημονικό πρόγραμμα αποτέλεσε ευκαιρία να μεταφερθεί σε ένα παγκόσμιο ακροατήριο μια προσέγγιση που συνδέει τη λογοτεχνία, την εκπαίδευση και τα δικαιώματα του παιδιού, αλλά και να δημιουργηθούν γέφυρες για ανταλλαγή καλών πρακτικών και μελλοντικές συνεργασίες.
Διεθνής διάκριση για το «Τα Κατάφερα!»
Ξεχωριστή στιγμή του Συνεδρίου αποτέλεσε και η τελετή παρουσίασης της IBBYHonourList 2026, στο πλαίσιο της οποίας τιμήθηκε η Επίτροπος και συγγραφέας Έλενα Περικλέους για το βιβλίο της «Τα Κατάφερα!», το οποίο έχει επιλεγεί για να εκπροσωπήσει την Κύπρο στη διεθνή Honour List της IBBY.
Η IBBY Honour List αποτελεί διεθνή επιλογή εξαιρετικών έργων παιδικής και νεανικής λογοτεχνίας από τα εθνικά τμήματα της IBBY και αναδεικνύει έργα συγγραφής, εικονογράφησης και μετάφρασης που διακρίνονται για τη λογοτεχνική και καλλιτεχνική τους ποιότητα.
Η διάκριση αποκτά ιδιαίτερη σημασία μέσα στο πλαίσιο του φετινού Συνεδρίου, καθώς το Τα Κατάφερα! συναντά στην πράξη μια από τις βασικές αρχές που διαπέρασαν τις εργασίες του: ότι κάθε παιδί χρειάζεται ιστορίες που το βλέπουν, το ακούν, το ενδυναμώνουν και του επιτρέπουν να αναγνωρίζει τις δυνατότητές του.
Η φωνή των παιδιών στο επίκεντρο
Κατά τη διάρκεια του Συνεδρίου, η Επίτροπος συμμετείχε επίσης στις εργασίες της Γενικής Συνέλευσης της IBBY, εκπροσωπώντας την Κύπρο στη διαδικασία ψηφοφορίας, καθώς και σε σειρά συνεδριών και δράσεων που αφορούσαν τη συμμετοχή και τη φωνή των παιδιών, τη λογοτεχνία ως μέσο υποστήριξης παιδιών που βιώνουν πόλεμο και τραύμα, την πολυγλωσσία και την πολιτισμική ταυτότητα, την αναπαράσταση, την Τεχνητή Νοημοσύνη και την ψηφιακή αφήγηση, καθώς και τον ρόλο των βιβλίων στη δημιουργία κοινοτήτων που σέβονται τη διαφορετικότητα.
Ιδιαίτερη σημασία είχαν οι συζητήσεις γύρω από το IBBYChildreninCrisis, που αξιοποιεί τα βιβλία, την αφήγηση και τη βιβλιοθεραπεία για την υποστήριξη παιδιών των οποίων η ζωή έχει διαταραχθεί από πόλεμο, εμφύλιες συγκρούσεις ή φυσικές καταστροφές, καθώς και η ανάδειξη των φωνών των αυτόχθονων κοινοτήτων και της ανάγκης προστασίας των γλωσσών και των ιστοριών τους.
Η συμμετοχή στο 40ό Παγκόσμιο Συνέδριο της IBBY επιβεβαίωσε μια βασική αρχή που βρίσκεται στον πυρήνα της αποστολής του Γραφείου: η φωνή των παιδιών δεν αρκεί να υπάρχει· χρειάζεται να δημιουργούμε τους χώρους και τις συνθήκες ώστε να ακούγεται, να λαμβάνεται σοβαρά υπόψη και να μπορεί να επιφέρει αλλαγή. Και τα βιβλία μπορούν να αποτελέσουν έναν από αυτούς τους χώρους. Μπορούν να γίνουν γέφυρες ανάμεσα σε παιδιά, πολιτισμούς και εμπειρίες· να ανοίξουν συζητήσεις για όσα είναι δύσκολο να ειπωθούν· να καλλιεργήσουν ενσυναίσθηση και να ενδυναμώσουν τα παιδιά ώστε να διεκδικούν τη θέση και τη φωνή τους στον κόσμο.
Γιατί όταν ακούμε πραγματικά τις ιστορίες των παιδιών, δεν τους δίνουμε απλώς φωνή. Αναγνωρίζουμε ότι η φωνή ήταν πάντοτε δική τους — και ότι δική μας ευθύνη είναι να την ακούμε.
The Commissioner for the Protection of the Rights of the Child at the 40th IBBY World Congress in Ottawa
The Commissioner for the Protection of the Rights of the Child, Elena Pericleous, participated in the 40th World Congress of the International Board on Books for Young People (IBBY), which was held in Ottawa, Canada, from 6 to 9 August 2026, under the central theme “Listening to Each Other’s Voices.”
The Congress provided an important international meeting place for people from more than 50 countries working in the fields of children’s and young people’s literature, education, research, libraries and the promotion of children’s rights. Key themes addressed during the Congress included children’s voices and participation, inclusion and representation, literature in times of war, crisis and displacement, Indigenous languages and cultures, as well as the new challenges brought about by the digital age and Artificial Intelligence.
“Reading Routes – Discovering Lifesaving Books”
The Commissioner made a particularly significant contribution to the Congress’s academic programme with her presentation “Reading Routes – Discovering Lifesaving Books,” delivered as part of the thematic session “Inclusive Classrooms and Libraries: Best Practices.”
The presentation highlighted the ability of children’s literature to function not only as a means of cultivating a love of reading, but also as a space for recognising oneself and others, empowering children’s voices, fostering inclusion and promoting their rights.
The philosophy behind the Reading Routes programme was presented, through which books are approached as “lifesavers”: books that can help a child recognise and express emotions and experiences, encounter stories different from their own, develop empathy and feel that their own voice has a place and is valued.
The presentation also highlighted the importance of creating inclusive reading communities in schools and libraries, where every child can have access to quality books, participate meaningfully and find stories in which they can either recognise themselves or discover the world through someone else’s eyes.
This contribution to the international academic programme provided an opportunity to bring to a global audience an approach that connects literature, education and children’s rights, while also creating bridges for the exchange of good practices and future collaborations.
International Recognition for “I Did It!”
Another highlight of the Congress was the presentation ceremony of the IBBY Honour List 2026, during which Commissioner and author Elena Pericleous was honoured for her book “I Did It!”, which was selected to represent Cyprus on the international IBBY Honour List.
The IBBY Honour List is an international selection of outstanding works of children’s and young people’s literature nominated by IBBY’s national sections. It recognises works of writing, illustration and translation distinguished by their literary and artistic quality.
The recognition takes on particular significance in the context of this year’s Congress, as I Did It! embodies in practice one of the fundamental principles that ran throughout the event: that every child needs stories that see them, listen to them, empower them and allow them to recognise their own potential.
Children’s Voices at the Heart of the Congress
During the Congress, the Commissioner also participated in the proceedings of the IBBY General Assembly, representing Cyprus in the voting process, as well as in a series of sessions and activities addressing children’s participation and voices, literature as a means of supporting children experiencing war and trauma, multilingualism and cultural identity, representation, Artificial Intelligence and digital storytelling, as well as the role of books in creating communities that respect diversity.
Of particular importance were the discussions surrounding IBBY Children in Crisis, which uses books, storytelling and bibliotherapy to support children whose lives have been disrupted by war, civil conflict or natural disasters. The Congress also highlighted the voices of Indigenous communities and the need to protect their languages and stories.
Participation in the 40th IBBY World Congress reaffirmed a fundamental principle at the heart of the Office’s mission: children’s voices are not enough simply to exist; we need to create the spaces and conditions in which they can be heard, taken seriously and empowered to bring about change.
Books can be one such space. They can become bridges between children, cultures and experiences; open conversations about things that are difficult to say; cultivate empathy; and empower children to claim their place and their voice in the world.
Because when we truly listen to children’s stories, we do not simply give them a voice. We recognise that the voice has always been theirs — and that it is our responsibility to listen.
