Σε μια νέα δύσκολη πραγματικότητα καλούνται να ανταποκριθούν καταστηματάρχες στο κέντρο της Λάρνακας, οι οποίοι, αφού κατάφεραν να αντέξουν τις συνέπειες της πανδημίας του κορωνοϊού και στη συνέχεια τις δυσκολίες και τις επιπτώσεις από τα έργα στο κέντρο της πόλης, τώρα βρίσκονται αντιμέτωποι με την έξωση από τα υποστατικά τους, καθώς αυτά έχουν κριθεί ακατάλληλα.
Σύμφωνα με πληροφορίες του SkalaTimes, μέχρι στιγμής, τρία έως τέσσερα κτίρια στις οδούς Ερμού και Ζήνωνος φέρονται να βρίσκονται στη διαδικασία που οδηγεί σε κατεδάφιση.
Το ζήτημα, ωστόσο, δεν αφορά μόνο την ασφάλεια των κτιρίων, αλλά αποκτά και έντονη ανθρωπιστική διάσταση.
Σε ορισμένες περιπτώσεις, ο ΕΟΑΛ φαίνεται να έχει ακολουθήσει τις προβλεπόμενες διαδικασίες, αποστέλλοντας επιστολές στους ιδιοκτήτες των κτιρίων. Ωστόσο, σύμφωνα με τις ίδιες πληροφορίες, οι επιστολές αυτές δεν έφτασαν ποτέ στους ενοικιαστές των καταστημάτων.
Ως αποτέλεσμα, καταστηματάρχες βρέθηκαν προ εκπλήξεως, όταν ο ΕΟΑΛ εμφανίστηκε στα υποστατικά τους ενημερώνοντάς τους ότι η προθεσμία αποχώρησης εκπνέει, ενώ οι ίδιοι υποστηρίζουν ότι δεν είχαν προηγουμένως ενημερωθεί για την εξέλιξη της υπόθεσης, αφού οι ιδιοκτήτες του κτηρίου δεν τους ενημέρωσαν ποτέ!
Το ερώτημα που τίθεται πλέον είναι εύλογο: ποιος αναλαμβάνει την ευθύνη για τη ζημιά που υφίστανται οι καταστηματάρχες οι οποίοι, χωρίς δική τους υπαιτιότητα, δεν ενημερώθηκαν έγκαιρα;
Πρόκειται για επαγγελματίες που έχουν επενδύσει χρόνο και χρήμα στις επιχειρήσεις τους και έχουν ήδη περάσει μια σειρά από δύσκολες συγκυρίες. Η απομάκρυνσή τους από τα υποστατικά τους, ιδιαίτερα όταν δεν είχαν ενημερωθεί εγκαίρως για την ακαταλληλότητα των κτιρίων, δημιουργεί εύλογα ζητήματα τόσο οικονομικής όσο και ηθικής τάξης. Για τον λόγο αυτό, τίθεται και θέμα αποζημίωσης, το οποίο θα πρέπει να εξεταστεί από τους αρμόδιους και ίσως μέσα από την νομική οδό.
Από την άλλη πλευρά, το θετικό στοιχείο στην όλη υπόθεση είναι ότι ο ΕΟΑΛ φαίνεται αποφασισμένος να αντιμετωπίσει ουσιαστικά το ζήτημα των ακατάλληλων και επικίνδυνων κτιρίων, χωρίς να αφήνει τις σχετικές υποθέσεις να διαιωνίζονται.
Η ασφάλεια των πολιτών και των επαγγελματιών πρέπει ασφαλώς να αποτελεί προτεραιότητα. Ταυτόχρονα, όμως, η εφαρμογή των διαδικασιών θα πρέπει να γίνεται με τρόπο που να διασφαλίζει ότι κανένας ενοικιαστής ή επιχειρηματίας δεν θα βρεθεί ξαφνικά μπροστά σε μια τετελεσμένη κατάσταση, χωρίς προηγούμενη ενημέρωση και χωρίς να έχει τη δυνατότητα να προετοιμαστεί για τις συνέπειες.
Το θέμα αναμένεται να απασχολήσει έντονα την τοπική κοινωνία της Λάρνακας, καθώς πίσω από τα «ακατάλληλα κτίρια» υπάρχουν άνθρωποι, επιχειρήσεις και οικογένειες που καλούνται για ακόμη μία φορά να σηκώσουν το βάρος μιας δύσκολης κατάστασης.
Unsuitable Buildings in Larnaca City Centre Set for Demolition, Shopkeepers Were Not Informed

Shopkeepers in the centre of Larnaca are now being called upon to face yet another difficult reality. Having managed to withstand the consequences of the coronavirus pandemic, followed by the difficulties and impact of the works carried out in the city centre, they are now facing eviction from their premises, which have been deemed unsuitable for use.
According to information obtained by SkalaTimes, three to four buildings on Ermou and Zenonos Streets are reportedly currently undergoing procedures that could lead to their demolition.
The issue, however, is not limited to the safety of the buildings; it also has a significant humanitarian dimension.
In some cases, the Larnaca District Local Government Organisation (EOAL) appears to have followed the prescribed procedures by sending letters to the owners of the buildings. However, according to the same information, these letters never reached the shop tenants.
As a result, shopkeepers were caught by surprise when EOAL officials appeared at their premises and informed them that the deadline for vacating the premises was approaching, while they maintain that they had not previously been informed about the developments, as the building owners had never notified them.
The question that now arises is a reasonable one: Who will assume responsibility for the losses suffered by shopkeepers who, through no fault of their own, were not informed in a timely manner?
These are professionals who have invested time and money in their businesses and have already endured a series of difficult circumstances. Forcing them to leave their premises, particularly when they were not informed in advance that the buildings had been deemed unsuitable, understandably raises both financial and ethical concerns. For this reason, the issue of compensation also arises and should be examined by the relevant authorities, potentially through legal channels.
On the other hand, the positive aspect of the situation is that EOAL appears determined to address the issue of unsuitable and dangerous buildings in a substantive manner, rather than allowing such cases to remain unresolved indefinitely.
The safety of citizens and professionals must, of course, be a priority. At the same time, however, procedures should be implemented in a way that ensures no tenant or business owner suddenly finds themselves facing a fait accompli, without prior notification and without being given the opportunity to prepare for the consequences.
The issue is expected to generate considerable concern within the local community of Larnaca, as behind the term “unsuitable buildings” are people, businesses and families who are once again being called upon to bear the burden of a difficult situation.
